I really wish there was a great solution but nothing we have works mainly because of the number of bikes. E-bike racks are primarily 2 bike racks and when you have to limit them to 5th wheel applications that makes it really hard.

So I scoured every bike rack option, and unfortunately one with the exact configuration doesn't exist, for a couple reasons. The issue is being rated for an RV, weight capacity for ebikes, and especially the fenders, as the Thule rack you mentioned is wheel-mounted so won't work with fenders.
